
About Me
I was born in Jersey, as were my parents. My great-grandfather arrived in 1875 as a seasonal agricultural worker and, through hard work, became a farmer in his own right.
I was educated at St Martin’s, St Luke’s and Victoria College. My academic start was modest and I didn’t secure a university place, but I went on to achieve a first-class honours degree in Economics from a Polytechnic, followed by a Master’s in European Studies.
From the age of 14, I held a range of holiday jobs - from cafés in St Brelade to the Smuggler’s Inn and the Social Security Department - experiences that shaped my understanding of Jersey. After graduating, I initially struggled to find work, taking a job as a barman before moving into teaching and policy roles in London.
I built my career in public policy and financial services, becoming Director General of the Building Societies Association at 36, and later leading the Association of British Insurers. In 1999, I moved into a portfolio career, becoming a recognised expert in housing finance in developing countries, while advising organisations, serving on boards, and supporting charities and government bodies.
In 2002, I was elected as an independent member of the City of London Corporation. I held a number of senior roles before serving as Political Leader from 2012 to 2017. My focus was on maintaining London’s position as a leading financial centre while strengthening its connections across the city. I was honoured to receive a knighthood for this work.
Following this, I chaired Link, helping to protect access to cash during a period of rapid change in payment systems. One of the most rewarding roles I held was as Chair of Governors at the City of London Academy Highbury Grove, where we helped transform a struggling school into a successful one.
Alongside my work in London, I have remained closely involved in Jersey. I have advised governments on immigration, consumer policy and financial resilience, and served as Chair of the Jersey Competition and Regulatory Authority, as well as the Jersey Development Company and Andium Homes.
More recently, I have been Senior Advisor at the Policy Centre Jersey, contributing to research and discussion on key issues such as social mobility, poverty and education. I also chair the Jerripedia Foundation and support the Social Mobility Fund.
I have always believed that every role I’ve held - from school monitor to political leader - has shaped my ability to serve. I bring a breadth of experience across Jersey and the UK, which I believe equips me to be an effective member of the States Assembly.
